SIN 871-1 STRATEGIC PLANNING FOR TECHNOLOGY PROGRAMS/ACTIVITIES

Services required under this SIN involve the definition and interpretation of high-level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement.  Typical associated tasks include, but are not limited to an analysis of mission, program goals and objectives, requirements analysis, organizational performance assessment, special studies and analysis, training, privatization and outsourcing.

 

Example:  The evaluation and preliminary definition of new and/or improved performance goals for navigation satellites – such as launch procedures and costs, multi-user capability, useful service life, accuracy and resistance to natural and man made electronic interference.

 

Architect-Engineering (A/E) Services as that term is defined in FAR 36.601-3 are excluded from the PES Schedule.  If the agency’s statement of work, substantially or to a dominant extent, specifies performance or approval by a registered licensed architect or engineer for services related to real property, the Brooks Architect-Engineers Act applies and such services must be procured in accordance with FAR Part 36.  Use of this schedule for Brooks Act architectural or engineering services is not authorized. Inappropriate use of this SIN is providing professional engineering services not specifically related to strategic planning for technology programs/activities and associated disciplines.
                                                               

SIN 871-2               CONCEPT DEVELOPMENT AND REQUIREMENTS ANALYSIS

Services required under this SIN involve abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. Typical associated tasks include, but are not limited to requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, privatization and outsourcing.

Example:  The development and analysis of the total mission profile and life cycle of the improved satellite including examination of performance and cost tradeoffs.

 

Architect-Engineering Services as that term is defined in FAR 36.601-3 are excluded from the PES Schedule. SIN 871-4               TEST AND EVALUATION

Services required under this SIN involve the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design.  Typical associated tasks include, but are not limited testing of a prototype and first article(s) testing, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of the product or system, training, privatization and outsourcing.
 

Example:  The navigation satellite-working model will be subjected to a series of tests, which may simulate and ultimately duplicate its operational environment.

Architect-Engineering (A/E) Services as that term is defined in FAR 36.601-3 are excluded from the PES Schedule. 2.   Maximum Order Limitation: 

 

There is no maximum task order size set for this contract; however, according to GSA, the maximum total dollar value of any order placed under this contract will be $750,000except for requirements exceeding the maximum. In accordance with FAR 8.404,Agencies placing an order that exceeds the maximum order threshold, shall:

 

a. See FAR 8.404

b. Based upon the initial evaluation, generally seek price reductions from the schedule contractor(s) appearing to provided the best value (considering price and other factors; and,

c. After price reductions have been sought, place the order with the schedule contractor that provides the best value and results in the lowest overall cost alternative (FAR8.404(a)). If further price reductions are not offered, an order may still be placed, if the ordering office determines that it is appropriate.

a. Offer a new lower price for this requirement (the Price Reductions clause is not applicable to orders placed over the maximum order in FAR 52.216-19 Order Limitations).

Subject Matter Expert (SME)

General Summary: Possess extensive experience in planning, gathering data and managing large-scale or complex programs and demonstrated the ability to set and maintain overall direction for a program or project; manage overall scope budget, and schedule for complex, multi-project programs; and the ability to communicate with Program Manager, client executive and senior management to ensure that critical program, management, technical and related issues are addressed.                           

Functional Responsibilities: Have management authority for the program or project and responsibility for overall contract performance. Responsible for providing overall direction to the program, work directly with the project or task managers on each project within the program, and ensure that the program is executed on schedule and within budget. Also, provide expert functional and management guidance to the project and meet regularly with client senior and program management to discuss program status and resolve related issues.

Position Specifications:

SME I – BS/BA Degree or equivalent and 20 yrs of general experience.

SME II – BS/BA Degree or equivalent and 40 yrs of general experience.

 

Program Manager

General Summary:
Directs the performance of a variety of related projects which may be organized by technology, program or client. Oversees the technology development and/or application, marketing, and resource allocation within program client base.

Functional Responsibilities:

A manager is responsible for the effective management of funds and personnel, and is accountable for the quality and timely delivery of all contractual items. The manager operates within client guidance, contractual limitations, and Company business and policy directives and serves as focal point of contact with client regarding program activities. The manager will ensure that all required resources including manpower, production standards, computer time, and facilities are available for program implementation. He / She manages program consisting of multiple projects including project identification, design, development and delivery. The manager maintains the development and execution of business opportunities based on broad, general guidance. General Summary:
The project manager(PM) manages project operations and ensures production schedules are met. The PM ensures system resources are used effectively.

Senior Engineer/Scientist

General Summary:
Performs a variety of engineering tasks, either independently or under supervision, which are broad in nature and are concerned with the design and implementation, including personnel, hardware, software and support facilities and/or equipment. Supervises team of Engineers from project inception through completion.

 

Functional Responsibilities:

The Senior Engineer/ Analyst plans and performs engineering research, design development, and other assignments in conformance with design, engineering and customer specifications. He/She supervises a team of Engineers from project inception through completion. The senior engineer/ analyst is responsible for major technical/engineering projects of higher complexity and importance than those normally assigned to lower level engineers.
