Overview:  This contract is between GSA and BGS under Professional Engineering Services PES-871 solicitation number:  TFTP-MC-990871-B

Current SINS Awarded under this MAS Contract:

              

               871-1 “Strategic Planning for Technology Programs/Activities”,

               871-2 “Concept Development and Requirements Analysis”, and

               871-4 “Test and Evaluation”.

 

Labor Categories and Descriptions:

 

1.    Subject Matter Expert (SME)

General Summary: Possess extensive experience in planning, gathering data and managing large-scale or complex programs and demonstrated the ability to set and maintain overall direction for a program or project; manage overall scope budget, and schedule for complex, multi-project programs; and the ability to communicate with Program Manager, client executive and senior management to ensure that critical program, management, technical and related issues are addressed.                           

Functional Responsibilities: Have management authority for the program or project and responsibility for overall contract performance. Responsible for providing overall direction to the program, work directly with the project or task managers on each project within the program, and ensure that the program is executed on schedule and within budget. Also, provide expert functional and management guidance to the project and meet regularly with client senior and program management to discuss program status and resolve related issues.

Position Specifications:

SME I – BS/BA Degree or equivalent and 20 yrs of general experience.

SME II – BS/BA Degree or equivalent and 40 yrs of general experience.

 

2.    Program Manager

General Summary:
Directs the performance of a variety of related projects which may be organized by technology, program or client. Oversees the technology development and/or application, marketing, and resource allocation within program client base.

Functional Responsibilities:

A manager is responsible for the effective management of funds and personnel, and is accountable for the quality and timely delivery of all contractual items. The manager operates within client guidance, contractual limitations, and Company business and policy directives and serves as focal point of contact with client regarding program activities. The manager will ensure that all required resources including manpower, production standards, computer time, and facilities are available for program implementation. He / She manages program consisting of multiple projects including project identification, design, development and delivery. The manager maintains the development and execution of business opportunities based on broad, general guidance. Responsible for marketing new technology and follow-on business acquisitions and confers with project manager to provide technical advice and to assist with problem resolution. The manager may perform other duties as assigned.

Position Specifications:

Program Manager I( – BS/BA Degree or equivalent and 10 yrs of general experience.

Program Manager II- BS/BA Degree or equivalent and 14 yrs of general

experience.

3.   Project Manager

General Summary:
The project manager(PM) manages project operations and ensures production schedules are met. The PM ensures system resources are used effectively.

Functional Responsibilities:
The PM coordinates the resolution of production-related problems and ensures proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery of information technology services. The PM also supervises staff operations and may be required to perform other duties as assigned.

Position Specifications:

Project Manager I - BS/BA Degree or equivalent and 5 yrs of general experience.

Project Manager II - BS/BA Degree or equivalent and 10 yrs of general experience.

 

4.   Administrative Support

General Summary:
Provides administrative-type support to technical and management-level personnel. This includes, but is not limited to, documentation planning and support, project administration, general office support, executive secretarial support, human resource planning, event planning and administration, office relocation planning, mail services, records, data input, etc.

Functional Responsibilities:

This individual specializes in coordinating and planning office administration and support. He/She understands and provides documentation planning and support, project administration, general office support, executive secretarial support, human resource planning, event planning and administration, office relocation planning, etc., required in changing office environments. May perform other duties as required.

Position Specifications:

Administrative Support I -High School Diploma or GED or equivalent degree program.

Administrative Support III -High School Diploma 4+ yrs of general experience.

 

5.   Senior Engineer/Scientist

General Summary:
Performs a variety of engineering tasks, either independently or under supervision, which are broad in nature and are concerned with the design and implementation, including personnel, hardware, software and support facilities and/or equipment. Supervises team of Engineers from project inception through completion.

 

Functional Responsibilities:

The Senior Engineer/ Analyst plans and performs engineering research, design development, and other assignments in conformance with design, engineering and customer specifications. He/She supervises a team of Engineers from project inception through completion. The senior engineer/ analyst is responsible for major technical/engineering projects of higher complexity and importance than those normally assigned to lower level engineers. He/She coordinates the activities of Engineers and Technicians assigned to specific engineering projects. May perform other duties as required.

Position Specifications:

Senior Engineer/Scientist I -BS/BA  Degree or equivalent and 2 yrs of general experience.

Senior Engineer/ Scientist II -BS/BA  Degree or equivalent and 4 yrs of general experience.

Senior Engineer/ Scientist III -BS/BA  Degree or equivalent and 6 yrs of general experience.

Senior Engineer/ Scientist IV -BS/BA  Degree or equivalent and 8 yrs of general experience.

Senior Engineer/ Scientist V - BS/BA  Degree or equivalent and 10 yrs of general experience.

Senior Engineer/ Scientist VI- BS/BA  Degree or equivalent and 15 yrs of general experience.

Senior Engineer/ Scientist VII - BS/BA  Degree or equivalent and 20 yrs of    

general experience.

 

6.   Analyst

General Summary:
Under supervision, assists in defining and executing engineering activities within a project. These activities may consist of planning, performance management, capacity planning, testing and validation, benchmarking, engineering, and development and staffing of a engineering management plan.

 

Functional Responsibilities:

The Analyst performs engineering planning, performance management, capacity planning, testing and validation, benchmarking. He/She works on the development and staffing of an engineering management plan. He/She Supports project Engineers, as required. The Analyst analyzes and develops technical documentation detailing the integration and system performance. May perform other duties as assigned.

 

Position Specifications:

Associate Analyst -BS/BA  Degree or equivalent and 1 yrs of general experience.

Intermediate Analyst -BS/BA  Degree or equivalent and 2 yrs of general experience.

Senior Analyst -BS/BA  Degree or equivalent and 3 yrs of general experience.

 

7.   Senior Programmer

General Summary:
This labor category requires experience and the ability to perform detailed and complex calculations plus knowledge of practices/principles necessary to assess advanced systems concepts, assess specifications and perform system integration.

 

Functional Responsibilities:

The Senior Programmer is responsible for formulation of the opinions, decisions and ultimate performance of the task specified in the statement of work contained in the task order.  May perform other duties as assigned.

 

Position Specifications:

Senior Programmer :  BS/BA or equivalent and 8 years of general experience

 

     GED or vocational degree = high school diploma

     AS/AA degree = two (2) yrs general experience

     BS/BA = six (6) yrs general experience

     MS/MA = four (4) yrs general experience

     Ph.D. = three (3) yrs general experience

 

    Example: PhD degree = MS/MA + (3) yrs of general experience
